The US Constitution states that only “a natural born citizen” can serve. John McCain was born in the Panama Canal Territory. Both his Mother/Father were US citizens. Is Juan McCain a “natural born citizen”?

Did he grow up in Panama? No.
He is qualified.
He should be excluded for many reasons, not to mention being Censured by the Justice Department in the S@L scandal, and for treason when he gave secrets to the Vietcong enemy for better treatment.

Cindy took McCain from his bureaucratic position in D.C., where McCain was riding his father’s coat-tails, to Arizona, and her money turned McCain into a politician. If we are talking about moral imperatives then I suppose a presidential candidate’s ethics are germane. However, both statutes passed by Congress and U.S. Supreme Court case law have consistently treated those born on foreign soil of U.S. parents (”citizens at birth”) differently than those born on U.S. soil (”natural born citizens”). For instance, a child born on foreign soil of U.S. citizen parents is not a U.S. citizen if his/her parents have never resided in the U.S. Also, a child born on foreign soil of U.S. parents can fail to qualify as a U.S. citizen if citizenship is not assert by a certain age. Only a “natural born citizen” is eligible to the Office of President. John McCain is a “citizen at birth”, thus not eligible. No legislation can change his status to the “natural born citizen” as this would be naturalization. The only way he can be elected legally is if the Constitution is amended.

That depends on the interpretation of the constitution.
Especially that of ” a natural born citizen” part of it.

So the argument can go both ways. If you are born in foreign soil, are you a natural born citizen? That seems to be the gist of this controversy.

At the time of his birth, McCain’s parents were residing at an American military base in Panama Canal Zone. Even overseas bases are considered American territory, as are American embassies and consulates. When in doubt, ask a military brat born overseas. Even if one parent is not an American citizen (both of McCain’s parents were), the child born on an American military base to an American is a naturally born American.
I have known plenty of naturally born American citizens were born in places like Subic Bay and Ramstein Air Force Base.
All children born to American parents serving in the military overseas are all recognized as American citizens.
The Panama Canal Zone was a US controlled territory from 1903 to 1979. So yes he was a US citizen at birth, because of where he was born, and that both parents were US Citizens at the time.
